Cross-Sectoral Skills Strategy for Security and Defense

Challenge

The COMPLEMENTS project aims to address several critical challenges within European Security and Defence (S&D). There is an urgent need for cross-sectoral skills development to respond effectively to increasing geopolitical instability. This is closely linked to the growing demand for a highly skilled workforce capable of supporting Europe’s strategic industries, particularly within the Aerospace,Automotive, and Digital ecosystems. Although sectoral partnerships have been established to foster skills development in these areas, many of these initiatives remain siloed, limiting knowledge transfer and reducing their overall impact.

Solution / Main Objective

Aligned with the Pact for Skills, the COMPLEMENTS project aims to deliver tools that can be applied to empower the workforce of Europe’s Security and Defence (S&D) sector addressing skills gaps in the aerospace, automotive, and digital industries. By developing a strategic skills plan that enables the transfer of skills intelligence and technological knowledge, the project will create a pioneering approach to cross-ecosystem collaboration among Pact for Skills members.

Objectives, Activities and Expected/Achieved Results

1. Support Inclusive Governance and Partnership Structures within the Pact For Skills.
2. Establish outreach and engagement between large and SMEs.
3. Harmonise Forward-Looking Skills Intelligence.
4. Map technologies with applicability in all sectors and uses for security and defence.
5. Enhance Career Mobility and Access to Training.
6. Develop training pathways that are fully customisable and fully flexible across sectors.
7. Serve as anpilot example of the cross-system collaboration among the Pact for Skills.
