The course is designed for managers, technical staff and other professionals from contracting authorities involved in the preparation, processing and monitoring of public procurement procedures, in particular in the areas of purchasing, contracting, supply management, and administrative and financial management.

The training aims to develop the knowledge and skills necessary for the correct application of the public procurement framework, enabling participants to understand the principles, procedures, and rules applicable to the different stages of the preparation and processing of public contracts.

Throughout the training, participants will explore the general principles of public procurement, contracting authorities, and situations involving excluded procurement, as well as the criteria for selecting procedures according to the estimated contract value, base price, and substantive criteria. The main stages of the contract preparation phase will also be analysed, from the preparation and initiation of the procedure through to the award, eligibility requirements, and conclusion of the contract.

The processing of different public procurement procedures will also be covered, including direct award, prior consultation, and open procedure, including the urgent open procedure and the flexibility regime. Brief reference will also be made to the restricted procedure with prior qualification and the administrative remedies applicable to procurement procedures. The training also includes the analysis of practical situations related to the selection, preparation, and processing of public procurement procedures.

The training will be delivered by Filipe Veiga de Oliveira, Lawyer, with specialised training in public procurement, including a Postgraduate Degree in Public Procurement and a Specialisation Course in Public Procurement – Evaluation of Tenders in Competitive Procedures, from the Faculty of Law of the University of Coimbra. He also holds a postgraduate qualification in Public Employment Law from the same institution and in Communication Law from Universidade Internacional.

The course comprises a total of 13 hours and will take place on 6 and 7 October, from 09:30 to 12:30 and from 14:00 to 17:30, in person and delivered in Portuguese. Participation is limited to a minimum of 10 and a maximum of 110 participants.

IPN is a training provider certified by DGERT (2376/2016). Participants will receive a Professional Training Certificate upon completion of the training. To pass the course and obtain the certificate, participants must attend 100% of the scheduled hours.
